Minutes of the meeting held on 2nd October 2017 at 7.30.p.m. in the Village Hall.

Prior to the opening of the meeting the Clerk asked for permission to include 2 extra items (a) payment of the account for BDO (external audit) and (b) planning application decision DA/2017/0690 – Pippin Cottage.  Unanimous approval given.

97.17 DECLARATIONS OF INTEREST FOR ITEMS ON THE AGENDA

Cllrs H Ferguson and N Fleet under Item 7(c) relating to Allotments.

 

98.17 TO SIGN AND APPROVE THE MINUTES OF THE MEETING HELD on 4th September 2017

On a proposal by Cllr H Ferguson it was RESOLVED that the Minutes be approved to be signed at the November meeting,

(d)  To give further consideration to the proposed change of Bank – After further consideration it was decided not to proceed with this proposal.

 

(e)  To consider items to be included in the Budget – Very lengthy discussion was held regarding this.  Cllrs R Harcock and J Powell proposed spending some of the money in the bank during this financial year.  Cllr H Ferguson explained that this could not be done without a formal proposal being put on the Agenda or unless there was an urgent need for specific work. The Clerk was asked to revise the budget obtaining actual costs where possible.

101.17 CORRESPONDENCE

a)    Clerk’s Report – No report to present.

b)    To consider response from Futures - renewal of lease for the allotments – It was agreed that negotiations would continue.

c)    Consider letter re Police Liaison Representative – It was agreed that the Clerk should ask if a flyer could be inserted in The Link.

d)    Consider letter re Planning Training from DDC – Cllr H Jolly expressed interest.

102.17 PLANNING

Strategic Issues – Cllr H Ferguson said the only issues related to the by-pass.

Applications – None received.

Decisions – DA/2017/0690 – Pippin Cottage – Construction of two storey side extension (retrospective) – Granted.

102.17 HEALTH AND SAFETY INCLUDING RISK ASSESSMENTS  

Burial Ground – The seat has collapsed.  Cllr J Powell will deal with the repair.

The Clerk to order the timber to be delivered to him.

Churchyard – Routinely inspected by Cllr H Ferguson with nothing to report.

Play Area – Cllr H Ferguson had looked at the three quotes in detail but as they were not like for like it is difficult to get an accurate idea of price. The Clerk was asked to approach the companies again for like for like quotes.

Cllr Ferguson had sought advice from Mrs T Summers about the Council’s responsibilities following the annual RoSPA report.  The Council has discharged its duty for areas other than the play area having forwarded a copy of the report to the school.
