Minutes of the meeting held on 6th October 2014 at 7.30.p.m. in the Village Hall.

Mrs T Summers – prospective councillor and two members of the public were also present.              

 

125.14 TO RECEIVE AND APPROVE APOLOGIES FOR ABSENCE

Apologies were received and accepted from Cllrs D Cooke and R Harcock and County Councillor R W Brown.

126.14 DECLARATIONS OF INTERST FOR ITEMS ON THE AGENDA

There were no declarations.

 

127.14 TO SIGN AND APPROVE THE MINUTES OF THE MEETING HELD ON 1st September 2014

Subject to a slight amendment under Item 120.14 Planning Strategic Issues on a proposal by Cllr H Ferguson it was RESOLVED that the Minutes be approved and signed.

 

128.14 PUBLIC TIME

PD/2014/0026 - Barns off Weedon Road, Newnham – Prior approval for change of use of agricultural building to dwelling – Mrs Hemmings and Mr Webb had notified the Clerk that they would attend the meeting in order to seek the views of the Parish Council in connection with a change of use of barns off Weedon Road.

 

The following emails had been circulated to councillors prior to the meeting:

·        4 October            Mr Webb to Clerk

·        5 October            Councillor Ferguson to Chairman

·        5 October            Chairman to Mr Webb

The Chairman explained the procedure:

·        Mr Webb and Mrs Hemmings are invited to address the meeting

·        Councillors would discuss and put questions

·        At the end of the discussion Mrs Hemmings and Mr Webb would have the opportunity to make further comments before the Council came to a conclusion, and might or might not pass a resolution.

Mr Webb handed in two copies of:

·        Location map

·        Site plan

·        Decision letter from DDC refusing prior approval for change of use (PD/2014/0026)

·         

There was an adjournment while these were read through by councillors.

 

Councillor Ferguson asked why an application had been submitted for Permitted Development rather than a full planning application.  Mr Webb explained that that had been done on the advice of the Planning Officer.

 

Councillor Ferguson explained that if a full planning application had been made the Parish Council would have been consulted by DDC.  Until a full application is made the Parish Council is not invited by DDC to make formal comments.

 

Councillor Ferguson made it clear that the Parish Council cannot advise.  Applicants should take their own advice.

The Chairman made two points:

·        Were Mr Webb and Mrs Hemmings aware of the NCC plans for the termination of the proposed Daventry Development Link Road (Flore/Weedon Bypass) at the Newnham Turn and consequential construction works?  [They said not.]

·        Had they thought of consulting specialist agricultural chartered surveyors? [They said they were reluctant on the grounds of cost.]

Councillor Ferguson explained:

·        That the Parish Council has a policy of giving careful consideration to planning applications by residents and seeing how, within the scope of planning law, it can support and assist.

·        Mrs Hemmings has two options if she wishes to go ahead – to appeal against the refusal or make a full application.  Councillor Ferguson recommended that they should discuss these options with the Planning Officer on this case, which is usually very helpful.  He emphasised that pre-application discussions can be constructive.

 

The Chairman suggested that it might be useful to have preliminary discussion with NCC Highways.  Mrs Hemmings agreed, and explained that the S bend is dangerous and cars often go too fast and go off the road.  It was agreed generally that traffic concerns might be an issue.

 

The discussion concluded.  Other councillors present indicated that they agreed with Councillor Fergusons’ comments.

 

Mr Webb and Mrs Hemmings thanked the councillors for the opportunity to attend the meeting and get the view of the Council. [They left the meeting at 8 p.m.]

 

129.14 REVIEW OF CONSERVATION AREA                

It was agreed that this should be deferred to the November meeting. 

 

130.14 SPEED WATCH

In the absence of Mrs T Whitrow no report was available.  Concerns about the visibility of the start of the railings when coming down School Hill were raised and the Clerk was asked to contact Mrs Whitrow to see if she had raised this issue with Ian Boyes of the NCC Highways Dept.

 

131.14 BUDGET 2015/16

a) Expenditure Against Budget 1st and 2nd Qtrs – Briefly discussed and approved as the figures were in line with budget.

b) Budget 2015/16 – Some figures had been left for discussion and these were discussed in some detail with a figure for the precept proposed.  The Clerk was asked to prepare a revised budget for consideration at the November meeting.

 

132.14 VACANCY FOR PARISH COUNCILLOR

Mrs T Summers had expressed interest in joining the Council.  The Clerk reported that she was unsure of the exact position regarding co-option so close to the elections in May 2015 and was asked to clarify the position.

 

133.14 – CHURCHYARD WALL

The work has now been completed and the PCC approve the quality of the work.

 

134.14 CORRESPONDENCE

i) Clerk’s Report – Accepted.

ii) Approval of additional wording to headstone for the late Delia Hartridge – Approved

iii) Approval of headstone for Philip Stanley Haynes – Approved.

135.14 PLANNING

Strategic Issues – Report by Cllr H Ferguson on Meeting of 4th July -  Cllr Ferguson explained that this was special meeting called to look at Targets for Responses to Planning Applications.  If the target of 56 days is not met then it is possible the local system could be lost and the parish council would have no involvement in planning applications at all.  At the meeting a computer modelling technique was demonstrated, the first time is has been used by a local authority.  The main points to come from the meeting were:

ü  It is vital to get applications right first time, valid applications go through quicker

ü  Portal applications are less likely to be correct and are, therefore, refused.  Paper applications should be the priority.

ü  Pre-application discussion is beneficial.

ü  Highways Dept is the slowest to respond and applicants, agents and parish councils should contact the Highways Dept direct at an early stage.

ü  Section 106 applications are nearly always out of time.  When the Community Infrastructure Levy comes in this will be automatic.

ü  More applications are decided by the Planning Committee than by Planning Officers.

The Chairman thanked Cllr Ferguson for attending the meeting and for his report.

 

Planning Applications

a)     DA/2014/0721 - Hill Rise, School Hill – Demolition of existing conservatory and detached garage.  Construction of two storey rear extension and new detached workshop/car port. Application supported.

b)     DA/2014/0810 – Work to tree within Conservation Area – Crabtree Farm, Church Street

Application supported.  [The Chairman declared an interest in this application and took no part in the discussion].

 

Decisions

c)      DA/2014/0542 – Brookfield Farm, London Road, (Newnham Parish) – Construction of general purpose agricultural building.  Application granted.

 

136.14 HEALTH AND SAFETY INCLUDING RISK ASSESSMENTS

a) Burial Ground – Nothing adverse to report.

b) Churchyard – Nothing adverse to report.   The monthly Working Party will cease at the end of this month until the spring.

c) Play Area – Nothing adverse to report. Cllr Ferguson said he had investigated the Wet/Forget treatment and this could be purchased on-line for £32.50 for 5 ltrs.  The Clerk will purchase some of this so that it is available for the handyman to use, particularly around the slide.

 

137.14 FINANCIAL

a) To approve payment of outstanding accounts – On a proposal by the Chairman it was RESOLVED that the following accounts be paid.  There were three additions to the list published in the agenda.
