Minutes of the meeting held on 7th November 2016 at 7.30.p.m. in the Village Hall.

The Chairman asked for permission to add an Item to the Agenda, to co-opt a Parish Councillor and this was approved.

 

 110.16 TO RECEIVE AND APPROVE APOLOGIES FOR ABSENCE

Apologies were received and approved from R Harcock and County Councillor R W Brown.

 

111.16 DECLARATIONS OF INTEREST FOR ITEMS ON THE AGENDA

No declarations made.

 

112.16 TO SIGN AND APPROVE THE MINUTES OF THE MEETING HELD ON 5th SEPTEMBER 2016

On a proposal by Cllr T Summers it was RESOLVED that the Minutes be approved and signed.

 

113.16 PUBLIC FORUM

No members of the public were present. 

 

114.16 TO CO-OPT PARISH COUNCILLOR

On a proposal by Cllr H Ferguson it was RESOLVED to co-opt Mr R Harcock on to the Council, unanimously approved.

 

115.16 VACANCIES FOR PARISH COUNCILLORS

A vacancy for one councillor still remains.

 

116.16 TO DISCUSS PROPOSED DRAFT BUDGET 2017-18

The draft budget circulated with the papers was discussed.  Expenditure figures were approved.  The Clerk was asked to revisit the precept figure which would be discussed at the next meeting.

117.16 CORRESPONDENCE

Clerk’s Report – The items highlighted were:

Romer Arms – As the premises had now been sold it was not appropriate to hold a Village Meeting the Clerk would contact all the people who had emailed about the closure.  The way forward is to respond to any planning applications received.

Churchyard Trees – The quotes were approved.  The lime tree to be removed as soon as possible.  The beech tree is budgeted for in 2017/18.

Telephone Kiosk – BT are looking to remove many local kiosks and Newnham is one of them.  In the past year there has only been one phone call made from it.  It was agreed that initially an objection should be lodged and in the meantime the Clerk would try to ascertain the likely ongoing costs if the kiosk was adopted for £1.

Strategic Issues – Nothing to report.

 

Applications – DA/2016/0892 Works to trees in a Conservation Area – Hilltop

No objections raised.

None.

 

119.16 – HEALTH AND SAFETY INCLUDING RISK ASSESSMENTS

Burial Ground – The gate has been repaired.  Nothing else to report.

Churchyard – Not yet inspected this month.

Play Area – Grass was appearing between the tiles. The handyman would be asked to remove this.
