NEWNHAM PARISH COUNCIL

Minutes of the meeting held on 5th February 2018 at 7.30.p.m. in the Village Hall.

16.18 APOLOGIES

Cllrs J Powell, N Fleet and District Councillor J Amos.

 

The Chairman reported that he had received an email from Cllr N Fleet advising that he was under extreme pressure at work and asking for leave of absence for a few months, saying he would re-assess in April.  The Clerk advised that leave of absence can be granted for up to six months with Council approval.  The request by Cllr N Fleet was unanimously approved.

 

17.18. DECLARATIONS OF INTEREST IN ITEMS ON THE AGENDA

Cllr H Ferguson declared an interest under Item 7 – Allotments.

 

18.18. TO SIGN AND APPROVE THE MINUTES OF THE MEETING HELD ON 8TH JANUARY 2018

Subject to amendment of wording under Item 11.18 Planning Strategic Issues “On a proposal by Cllr Ferguson it was agreed that application should be made to DDC for the Playing Field and Allotments to be designated as Local Green Spaces” – Item 5.18 - it was RESOLVED that the Minutes be approved and signed.

 

19.18 CORRESPONDENCE

a) Email from Steve Ratcliffe of 27th January concerning overhanging hedge by telephone box – The handyman had dealt with this.  It was raised by one of the Councillors that the pavement at the entrance adjacent to the hedge  (within the Conservation Area) had been repaired.  Cllr H Ferguson advised that as it was a repair not a replacement Planning Permission was not required.  He would monitor the situation.

b) Email from Peter Harper of 3rd January concerning budget – This was discussed at some length.  The Chairman’s reply to the email was circulated prior to the meeting. Expenditure is monitored carefully and the Clerk was asked whether it would be possible to prepare some comparison figures from 2007-8 to the present time.  The areas of interest are grass mowing, handyman and precept.  The Clerk and Chairman would liaise over the reply to the email.

21.18 VACANCY ON PARISH COUNCIL

22.18 ALLOTMENTS – RENEWAL OF LEASE - UPDATE

The Chairman confirmed to Liam Good at Futures that the Council wished to proceed and requested that the documents be forwarded to the Clerk.

 

23.18 FINANCIAL

a) Bank Balances as at 20th January 2018 – Current Account £00.00.; Reserve Account £37,795.88.

 

b) To finalise the Budget and Precept for 2018/19

Lengthy discussion was held over the future of the play area and the cost of improving the play surface. It was noted that in the Play Area Cost Comparison circulated by the Clerk for the meeting the figure in the total column for Playground Supplies was wrong.  It should read £8,465 00.  Inadvertently  the figure for that company in the column headed “removal” had been added in by mistake.    It was agreed that gave a different picture.  It was RESOLVED  to use Playground Supplies. The corrected comparison table is attached.

 

Cllr R Harcock had prepared a final version of the Budget and on a proposal by Cllr H Ferguson it was unanimously RESOLVED that the Council do precept upon Daventry District Council in the sum of £26,326.00 to be paid in two instalments in April and September 2018.

24.18 PLANNING

Strategic Issues – Nothing to report.

 

Applications

DA/2018/0020 – Construction of a wooden summer/play house and a raised wooden platform/treehouse (both retrospectively) – Dunglass House, School Hill – Supported.

 

DA/2018/0061 – works to and removal of trees in Conservation Area – The Banks, Daventry Road – Supported.

DA/2018/1266 – Removal of Condition 2 of planning permission DA/2002/0870 relating to use of building for agricultural purposes only – Barn, Staverton Road – Lengthy discussion of this application took place and it was agreed that the Council did not have any objection in principle.  Cllr H Ferguson would draft the response.

 

Decisions

None received.

 

25.18 HEALTH AND SAFETY INCLUDING RISK ASSESSMENTS

a) Burial Ground – Repair/Replacement for bench seat – Cllr H Jolly reported that he has this in hand.

b) Churchyard – Cllr H Ferguson had nothing to report.  It is hoped the Working Party will start up again shortly.

c) Play Area – Nothing to report other than already discussed.

 

27.18 – THE HISTORIC NEWNHAM HILL CLIMB – UPDATE ON PLAQUE COMMEMORATING THE EVENT

On-going. Cost likely to be well within the £500 quote.

 

28.18 ITEMS FOR DISCUSSION AT NEXT MEETING

Nothing  raised. 

 

At this point the Chairman advised that both he and Cllr R Harcock would be unavailable on 5th March and asked that the meeting be held on 12th March.  This was approved.

 

The date of the Annual Parish Meeting was also changed from the 16th April to the 30th April.

 

The date of the Annual Council Meeting is 14th May,

 

29.18 DATE OF NEXT MEETING

Monday12th March 2018 at 7.30 pm in the Village Hall.
