Minutes of the meeting held on 6th February 2017 at 7.30.p.m. in the Village Hall.

The Clerk asked for permission to present two additional cheques for signature for the Land Registry relating to Registration of The Green.  The request was approved.

 

12.17 TO RECEIVE AND APPROVE APOLOGIES FOR ABSENCE

Apologies were received and approved from District Cllr J Amos and County Councillor R W Brown.

 

13.17 DECLARATIONS OF INTEREST FOR ITEMS ON THE AGENDA

No declarations made.

 

14.17 TO SIGN AND APPROVE THE MINUTES OF THE MEETING HELD 9th JANUARY 2017

On a proposal by Cllr J Powell it was RESOLVED that the Minutes be approved and signed.

 

15.17 PUBLIC FORUM

No members of the public present.

 

16.17 VACANCY FOR PARISH COUNCILLORS

A written resignation has now been received from Cllr T Summers.  DDC have confirmed that the vacancy can be filled by co-option.

 

17.17 CORRESPONDENCE

Clerk’s Report – Report taken as read with discussion on the following points:

Street Lighting – The Clerk was asked to ascertain who is responsible for light safety

Footpath Over Newnham Hill – Discussed at length with the Clerk being asked to write to Ian Boyes and County Councillor Robin Brown in an attempt to ascertain if there was the possibility of some funding in the future.

Citizens Advice Bureau Daventry and District – Request received for contribution of £400.  16 people in the village received assistance in 2015-16.  It was agreed to make a contribution of £50.

To consider request for dog bin along Preston Capes Road – The Clerk had requested information regarding cost of a bin and installation together with confirmation that DDC would be responsible for emptying it.  A reply is still awaited.

To consider request from DDC to take responsibility for litter picking within 30mph speed limit – This was agreed.  There will be a grant available to meet some of the cost.

To consider complaint about Catterrals Coaches school bus – Councillors agreed that a letter should be sent to the company expressing safety concerns.

 

18.17 PLANNING

Strategic Issues – Nothing to report.

 

Applications

DA/2016/1163 – Extension to summerhouse/conservatory and chimney to main dwelling – Hilltop, Church Street – Supported.

DA/2017/0078 – Work to tree within Conservation Are – Stone House – Passed to Cllr H Ferguson to action

 

Decisions

None received.

 

19.17 HEALTH AND SAFETY INCLUDING RISK ASSESSMENTS

a) Burial Ground – The front hedge has been cut down and back revealing hidden headstones.  Nothing else to report.

b) Churchyard – The handyman has made a good job regarding rabbit holes and mole hills.  The stonemason has been in contact about repairing the wall. The state of the wall adjoining Newnham Manor needs to be inspected as the owner has raised concerns about its safety.

c) Play Area – Play surfaces slippery.  The handyman will be asked to deal.
